TRBOCALL PoC Solution Boosts Efficiency & Worker Protection for Local Council

Redcar & Cleveland Borough Council's enforcement team faced coverage limitations with their existing two-way radio system. Coverage was insufficient, failing to stretch across the full breadth of their operational area, from Staithes to Redcar.
This presented a critical challenge for effective communication, particularly for officers operating in more remote or fringe areas, impacting both operational efficiency and worker safety. The council needed a solution that offered wide-ranging, reliable coverage without incurring the substantial infrastructure costs typically associated with traditional two-way radio systems.
Working close partnership with the council, we recommended a brand-new Push-to-Talk over Cellular (PoC) solution and this has been the results so far:
Hardware
The council opted for a demonstration of Push-to-Talk over Cellular (PoC) devices, specifically deploying 15 Telox TE320 devices. These devices were particularly beneficial for their requirements due to their ability to leverage existing mobile phone networks, completely doing away with the need for costly radio infrastructure.
The Telox TE320 offers a robust and user-friendly platform for PoC communication, providing the enforcement team with reliable connectivity across a significantly expanded operational footprint. To complement the individual devices and provide centralised oversight, a PC dispatcher was also implemented, enabling the control room to monitor and manage communications effectively.
Software
The chosen software suite provides a comprehensive set of features tailored to the enforcement team's needs, including:
- One-to-Group Call: Facilitates efficient communication with entire teams or specific groups.
- One-to-One Private Call: Enables secure and direct communication between individual officers.
- Emergency Call: Provides a dedicated channel for critical situations, ensuring a rapid response.
- Text Messaging: Offers an alternative communication method for discreet or detailed messages.
- GPS Location Tracking: Enhances officer safety and operational awareness by providing real-time location data.
- Lone Worker: Integrates features designed to protect lone workers, such as regular check-ins and automatic alerts.
- Panic Alarm: Allows officers to quickly signal for help in urgent situations.
- Voice Recording: Provides a record of communications for review, training, or evidential purposes.
Infrastructure
The system makes use of a robust and widely available infrastructure, ensuring maximum coverage and reliability:
LTE 4G/3G WiFi: Utilises high-speed mobile networks for primary communication.
Bluetooth Connectivity: Enables connection to accessories and other devices.
Roaming SIMs: Automatically select the best available mobile signal, ensuring seamless connectivity even when transitioning between network providers.
Service Wrap
The comprehensive service wrap provided ensures ongoing support, reliability, and system currency:
Telecare: Offers unlimited business hours technical support, providing immediate assistance for any operational queries or issues.
Remote Support: Includes business hours remote monitoring and support, allowing for proactive identification and resolution of potential problems.
React Support: Guarantees a same-day response for any issues that cannot be resolved remotely, minimising downtime and ensuring critical communication remains uninterrupted.
Backup Support: The hosted server is fully backed up for redundancy purposes, ensuring continuity of service even in unforeseen circumstances.
Update Support: Ensures the customer's Mobile Client System always has the latest features and bug fixes, maintaining compatibility with the newest hardware and optimising performance.
Initial Feedback
The council has provided overwhelmingly positive initial feedback on the new system. Staff have greatly welcomed the transition from their old setup to one offering borough-wide coverage, feeling much more confident when carrying out their duties in all areas. This enhanced coverage provides the assurance that they can always contact colleagues or line management in an emergency or to request guidance if needed.
The Telox TE320 radios have proven to be very straightforward to use, with no issues encountered during team training. Furthermore, the team is quickly getting to grips with the dispatch software, finding its various aspects are already making life easier for monitoring staff safety and being able to pinpoint their locations.
They've also successfully set up some zones within the Location Tracking feature, which will be instrumental in developing various reports linked to their patrolling activities. All in all, the council is very pleased with the system and its setup.
Results
The implementation of the new Push-to-Talk over Cellular system has yielded significant benefits for Redcar & Cleveland Council's enforcement team, including:
